New BIM Circular Takes Effect for Government Projects

Starting 1 July 2025, the PK1.15 Circular mandating the implementation of Building Information Modelling (BIM) for government projects is officially in force. This marks a major step forward in Malaysia’s digital transformation of the construction industry.

As of 1 July 2025, the Malaysian government officially enforces the PK1.15 Circular, a landmark directive requiring the use of Building Information Modelling (BIM) in government construction projects. This move signifies a major leap in aligning Malaysia’s construction industry with global digitalisation trends.

Far from being a newcomer to BIM, Malaysia is now recognised as one of the early adopters in the region, having gradually implemented BIM across public sector projects over the past decade. The issuance of this circular is the result of collaborative discussions between various ministries and government agencies, led by the Ministry of Works under DS Azman Ibrahim, who presented the proposal to the Prime Minister during MTPN 1/2024. The technical framework was developed by JKR Malaysia, specifically the BIM Unit of the Integrated Asset Planning Branch (CPAB).

JKR has played a pioneering role in driving BIM adoption since 2008, thanks to the vision of leaders such as Dato’ Sri Ir. Dr. Judin, Dato’ Ir. Salehuddin, Dato’ Ir. Mohd Daud, and others. Today, this legacy is upheld by the JKR BIM Unit under the leadership of Datuk Wira Ir. Roslan Ismail. Their work continues to shape national policy and is increasingly gaining recognition beyond Malaysia.

Without JKR’s technical expertise and leadership, this BIM circular would not have come to life, and Malaysia’s progress in digital construction would be far behind. In fact, many BIM professionals, agencies, and academic institutions across the country have benefited directly from JKR’s expertise.

As a key industry partner, Pertubuhan BIM Malaysia (PBM) consistently refers to JKR as a technical authority in its BIM initiatives, including the development of NOSS BIM for JPK, adoption of MS ISO 19650, and CIDB certification and training modules. JKR remains an essential reference point for all stakeholders in Malaysia’s BIM ecosystem.
